The Brazilian National Civil Aviation Agency (ANAC) has granted Design Authorization for the DJI Matrice 3D Series, covering the DJI Matrice 3D and DJI Matrice 3TD models, operated from the DJI Dock 2, enabling BVLOS (Beyond Visual Line of Sight) operations in Brazil. The official Design Authorization ceremony was held on January 21, 2026, formally marking the approval from the Brazilian Aeronautical Authority.
The certification process was conducted by AL Drones, a consultancy specialized in the certification and operation of professional drones, with DJI – the world’s leading drone manufacturer, headquartered in China – as the holder of the Design Authorization.
This approval represents a historic milestone for the drone sector: it’s the first certification and airworthiness approval of its kind awarded to a DJI Enterprise Dock solution in Brazil, reinforcing the maturity of the Brazilian regulatory environment and the country’s relevance in the global Unmanned Aircraft Systems (UAS) landscape.
To benefit from BVLOS capability, users in Brazil may now contact the resellers to obtain the CAER Certificate (Special Airworthiness Certificate for Drones), which demonstrates conformity to the Authorized Design, and includes embedded features required to comply with Brazilian Regulation for BVLOS flights.
Regulatory Process and Operational Safety
The Design Authorization was obtained after a robust technical and regulatory process with ANAC, involving tests, analyses, and safety demonstrations conducted in accordance with RBAC-E No. 94, with a specific focus on BVLOS operations. The process included tests witnessed by ANAC, demonstrating compliance with operational safety and airworthiness standards.

The approval of the DJI Matrice 3D Series and Dock 2 enables advanced remote operations, significantly expanding the possibilities for professional drone use in Brazil, particularly in applications such as infrastructure inspections, public safety, mapping, environmental monitoring, and automated industrial operations.
The achievement also highlights ANAC’s technical and engineering capability, as well as its collaborative engagement with industry, as fundamental factors in enabling certification processes and design authorizations. This approach has allowed Brazil to consistently advance in the approval of BVLOS operations, ensuring high levels of operational safety and creating solid foundations for the sustainable scalability of these operations in the country.
DJI Enterprise Line and DJI’s Global Leadership
The DJI Matrice 3D and Dock 2 offer an integrated solution for remote and automated operations, with the capability for automatic takeoff, landing, recharging, and mission execution. Equipped with advanced sensors, precision navigation systems, and secure communication features, the solution enables routine BVLOS operations with high levels of reliability, traceability, and operational safety. This architecture enables continuous missions, rapid event response, and significant reductions in operational costs, meeting the demands of large-scale professional operations in Brazil.
DJI is recognized as the world leader manufacturer in the drone sector, with global operations and a strong track record of technological innovation, reliability, and operational safety. Products from the DJI Enterprise line are widely used in critical applications worldwide, supporting public safety operations, infrastructure inspections, energy, agriculture, mapping, and environmental monitoring.
The company invests heavily in engineering, system redundancy, cybersecurity, and the development of integrated solutions, aligning advanced performance with high safety standards. The granting of ANAC’s Design Authorization for the DJI Matrice 3D Series and Dock 2 reinforces DJI’s commitment to international regulatory compliance and to the safe and responsible operation of drones in complex environments, including BVLOS missions.
‘We are honored to receive the Design Authorization for DJI Matrice 3D series and Dock 2 from ANAC. This approval is not only a significant recognition of our product’s safety and compliance standards but also a crucial milestone in our commitment to the Brazil market. We remain dedicated to continuous technological innovation and rigorous compliance practices, and working alongside our partners to shape the future of the industry”,
highlights Rita Wen, Senior Manager of Product Compliance at DJI.
AL Drones’ Experience and Leadership
The DJI Matrice 3D Series and Dock 2 solution represents the twentieth UAS Design Authorization obtained by AL Drones in Brazil, consolidating the company as a national reference in UAS certification and BVLOS operations. AL Drones’ activities range from regulatory strategy development to execution of technical tests, engagement with the Authority, and support for manufacturers and operators.
“The Design Authorization for the DJI Matrice 3D and Dock 2 is a global milestone for the drone sector. BVLOS flights enable a new operational level for the DJI Enterprise line, and ANAC’s authorization ensures safe and regular large-scale operations of this product in the country,”
highlights André Arruda, co-founder of AL Drones.
According to Lucas Florêncio, co-founder of the company:
“The approval of the DJI Matrice 3D Series demonstrates that it is possible to align technological innovation, operational safety, and regulatory compliance, creating a favorable environment for the sustainable expansion of the drone market in the country.”
The process was conducted by AL Drones’ certification team and included technical design demonstrations, presentation of test reports, and negotiation of means of compliance for operational safety, carried out with close support from DJI’s engineering team.
“As part of ANAC’s Design Authorization process, AL Drones conducted dozens of flights with the DJI M3D Series and Dock 2 to validate aircraft performance and behavior under simulated failure conditions, in compliance with applicable requirements,”
adds Matheus Mestrinelli, Certification Coordinator at AL Drones and technical lead for the project.
Impact on the Brazilian Market
The Design Authorization granted by ANAC to DJI establishes a new benchmark for the drone sector in Brazil by enabling safe and regular BVLOS operations with the DJI Enterprise platform, which is widely recognized in the international market. The approval reinforces regulatory confidence in advanced systems and remote operations, while also encouraging the adoption of DJI Dock 2 solution in critical and large-scale applications such as infrastructure inspections, public safety, logistics, energy, and environmental monitoring.
Furthermore, the project conclusion positions Brazil as an international reference in UAS certification, demonstrating the country’s capability to conduct complex regulatory processes aligned with best practices in unmanned aviation safety. This advancement strengthens the national drone ecosystem, drives new business models, and contributes to significant gains in operational efficiency, always with safety as a central pillar. On March 3rd, a Webinar will be held so that the Brazilian drone sector can understand the details of the DJI Matrice 3D and Dock 2 Design Authorization, and how to conduct BVLOS operations with the CAER certificate.
