The international co-operation is the heart of the Galileo Programme development. The introduction of Galileo in the region has to be based on a long-term co-operation with the main parties of Latin America.

The aim of CELESTE Project is to foster the co-operation within Latin America upon earlier experience with the EGNOS trial performed within the EDISA project, providing the guidelines and recommendations to define future activities and projects to be carried out in the region and increasing the awareness level on Galileo in Latin America, as well as to boost the GNSS applications market in the area to support the ICAO GNSS Regional Plans.

This project focuses on the following activities:
· Support to Regional Plan
· Galileo Services Introduction

The Support to Regional Plan activity will be focused on the identification, definition, trade-off and detailed analysis of Galileo integrity scenarios, based on both Galileo ERIS concept and SBAS concept.  The consortium proposes to investigate scenarios that go beyond the current SBAS and Galileo baselines in such a way that an optimised solution can be proposed.

The aim of the Galileo Services Introduction activity is the analysis of the necessary steps for the migration of the current GPS based GNSS applications, to a Galileo and SBAS based. It will be focused on two aspects: the selection of target markets and the development of Galileo service enablers in those selected markets.
The selection of target markets, with a ranking of priorities, will be performed after an assessment of the current GNSS status in the region, the identification of new applications and/or markets that could be developed based on Galileo/EGNOS differentiators with respect to GPS.

The development of Galileo service enablers in the selected markets will be made applying the results of similar studies developed in Europe to Latin America, about the GNSS status, applications, economical and financial environment and return of investment, promotion, regulation and action plan.

The results will disseminated and will be used to provide the elements to support the strategy definition of the Galileo Information Centre for Latin America (GIC).

CELESTE industrial consortium is composed by 8 leading companies, 5 companies from Latin-America , INDRA SI (ARGENTINA) ATECH (BRAZIL), HISPAMAR (BRAZIL), INECO DB (BRAZIL), BCI (PANAMA) and 3 companies from Europe, ALCATEL ALENIA SPACE (FRANCE), AENA (SPAIN) and GMV (SPAIN).

The consortium companies have solid relationship working in GNSS projects forming a coherent consortium to develop all the tasks in the project different areas. Consortium and experts skills cover all required technical competences, business, market and institutional knowledge for the establishment of relationships with Latin-American main actors and the successful completion of the project.

CELESTE project is managed by the Galileo Joint Undertaking (GJU) and it is coordinated by the Spanish Air Navigation Service Provider, AENA.
