International Land Systems (ILS), Inc. recently began work on a project for the Government of Dominica’s Reform Management Unit for The Design, Establishment and Operation of a Unified Land Information System.

This work represents a priority for the Government of Dominica as articulated in the Medium Term Public Sector Reform Strategy (MTPSRS) and in particular the sub-component, the Land Tenure Administration Reform Programme (LTARP).  The LTARP focuses on the adoption of improved systems to facilitate and guarantee property rights and efficient methods of property transfers, and strengthening the capacity of and linkages between key institutions and agencies of government involved in the administration of land.

The objective of the project is to provide technical assistance to assist in the design, establishment and operation of a Land Information System (LIS) for the Government of the Commonwealth of Dominica.  The purpose of the required technical assistance is to provide a LIS which will improve the clarity, transparency and efficiency of operation of the land market through effective land administration and registration processes; thus facilitating ownership, tenancy of land and the transfer of property rights for increased private sector investment.

This project is headed by ILS project manager Jeffrey Euwema, with a team who will work closely with a group of local technical experts.

This is the second ILS project in Dominica, having previously worked on the USAID Caribbean Open Trade Support Program (COTS) Land Tenure and Administration Reform Project in the summer of 2006.

The contract was signed between the Chief Personnel Officer and a representative of ILS at the Public Service Training Centre in Dominica, on 1st October 2007.   The ILS project is expected to run through May of 2008.
